THE Penang Hill Biosphere Reserve (PHBR) is taking a significant step towards greater sustainability with the implementation of the Penang Hill Solar Photovoltaic (PV) Project, a solar module programme.
In line with this initiative, solar panels were contributed by First Solar (Malaysia) Sdn Bhd and implemented by Penang Hill Corporation (PHC).
Rolled out in phases, the installations across Penang Hill began with Edgecliff Gallery @ Penang Hill in June 2022. The other areas include the Penang Hill Lower Station, and the Penang Hill Station (upper station).
Collectively, these efforts have resulted in the deployment of a total of 600 solar panels across these locations.
Chief Minister Chow Kon Yeow emphasised that the transition towards cleaner energy is gaining momentum, with Penang committed to playing an active role in advancing this shift.

He shared this during an appreciation ceremony for the corporate social responsibility (CSR) initiative by First Solar at Penang Hill today.
“Our share of installed renewable energy capacity has increased from 1.5% in 2019 to 5% in 2024. At the same time, renewable energy and energy efficiency requirements have been incorporated into local council planning processes.
“The Penang Green Council (PGC) is also developing a Building Energy Intensity reporting platform to support better monitoring and continuous improvement in energy performance.
“These efforts are aligned with the Penang Energy Framework, under which we are advancing energy efficiency initiatives, beginning with government buildings while encouraging wider adoption across all sectors.
“We also recognise that the green transition must be inclusive, “ Chow said.
Chow also added that the state government is in the final stages of exploring a Climate Mitigation Fund aimed at supporting both multinational corporations (MNCs) and local small and medium enterprises (SMEs) in taking practical sustainability action.
In addition, Chow, who is also PHC chairman, noted that the installation of solar panels at Edgecliff Gallery @ Penang Hill marks a significant milestone.
“It is the first building on Penang Hill to be equipped with solar panels and the first project in Malaysia to receive Green Building Index certification under the Non-Residential Existing Building-Historic Building Tool,” he said.
He added that the initiative goes beyond a CSR contribution, reflecting a meaningful partnership that supports green education, strengthens public awareness, and creates tangible value for the community.
Meanwhile, PHC general manager Datuk Cheok Lay Leng expressed appreciation to Solar Malaysia, noting that the initiative not only advances the adoption of renewable energy but also reinforces Penang Hill’s role as a model for sustainable tourism and environmental stewardship.
“This initiative demonstrates that every stakeholder, including public agencies, private organisations, and the community, can play a vital role in protecting and enhancing this natural environment.
“It is a powerful reminder that sustainable progress is achieved through shared purpose and collective responsibility.

“Beyond conservation, it also serves as a platform to showcase practical solutions, ensuring long-term impact within the PHBR.
“PHC is also exploring the establishment of a conservancy foundation to enable stronger participation from the private sector and the general public in supporting conservation, research, and educational programmes within the PHBR,” Cheok added.
