KAMPUNG Melayu Lama in Air Itam is the only village in Penang currently nominated for recognition as a heritage site under the National Heritage Act 2005 (Act 645), the State Legislative Assembly was told.

State Tourism and Creative Economy Committee chairman Wong Hon Wai (PH-Paya Terubong), replying on behalf of Chief Minister Chow Kon Yeow to Muhamad Kasim (PN-Telok Bahang), said the nomination process is ongoing.

“The nomination is now in the stage of obtaining consent from the landowners and the state authority before the National Heritage Department proceeds with formal gazettement,” he said.

Wong said the effort reflects the state government’s commitment to protecting historical sites and traditional villages that form part of Penang’s cultural and historical identity.

In response to a supplementary question from Muhamad Kasim regarding the criteria and benefits of heritage zoning, Wong said several factors were considered before a village could be designated as a heritage zone.

He explained that a nominated site must not only have historical value but must also remain inhabited.

“It cannot be an empty or abandoned area. The place must still have residents and active social activities,” he said, noting that Kampung Melayu Lama’s nomination includes the historic Makam Sheikh Omar.

He added that all nominations must demonstrate universal heritage value, as required by the National Heritage Department.

“Before approval, the department will evaluate the historical characteristics of the site,” he said, adding that applicants must complete a formal nomination form for the National Heritage Department’s consideration.
