MOU between Penang, Hainan Province

A MEMORANDUM of understanding (MOU) on the enhancement of friendly relations between Penang and Hainan Province was signed between Chief Minister Lim Guan Eng and Governor of People’s Government of Hainan Province, Liu Cigui, on Oct 10.
At the signing ceremony, both sides also exchanged views and reached consensus on certain issues.
Among others, the MOU outlined that both Penang and Hainan Province have jointly reviewed the exchanges between them since the establishment of the sisterhood relationship, and have expressed satisfaction with the development of relations.
To further strengthen bilateral relations, the two sides have agreed to conduct frequent high-level mutual visits, build a closer relationship in a common endeavour and to support the development of this relationship at the municipal and country levels.
It was also agreed that the two sides will actively participate in the construction of the 21st Century Maritime Silk Road and support the successful convening of China-Asean Governors/Mayors Dialogue in order to build a platform for co-operation between China and Asean local governments.
The two sides will work together to launch direct flights between Hainan and Penang.
Penang State and Hainan Province also agreed to boost the training of tourism talents, set up cultural exchanges and cooperation and actively strengthen cooperation in education.
On behalf of Hainan Province and its people, Liu expressed his gratitude to the Chief Minister and the residents of Penang for the warmth hospitality given to the delegation from Hainan.
Earlier the Hainan delegation was received at the Penang International Airport by exco for Tourism Development Danny Law Heng Kiang and political secretary to the Chief Minister Wong Hon Wai.
