“THE Penang Transport Master Plan request for proposal (RFP) shall be as transparent as can be,” Exco member for Local Government, Traffic Management and Flood Mitigation, Chow Kon Yeow, said.
This is why he called members of the media to Komtar on Aug 15 to witness the opening of the sale of the RFP Tender document, including six volumes of the Transport Master Plan Strategy
“We have repeatedly held press conferences and I think some of the reporters are also tired of the announcement of the call for open tender. This time, we are inviting the press to come to see bidders buying the documents from Komtar, thus proving the state’s openness and transparency,” Chow said.
“Whenever there are big projects, we inevitably get all sorts of allegations of cronyism or we are not open with our open tender. So this will allay all doubts,”he added.
The offer is made to local and international companies to participate in the Request For Proposal as follows:-
TITLE : ROADS AND PUBLIC TRANSPORT PROJECTS IN PENANG (Penang Transport Master Plan Strategy 2013-2030)
OPENING DATE : 15th AUGUST 2014 (FRIDAY)
CLOSING DATE : 16th DECEMBER 2014 (TUESDAY)
1. Interested bidders are required to submit a non-refundable sum of Ringgit Malaysia Two Thousand Only (RM2,000.00) by way of banker’s cheque
postal order to the Bendahari Negeri Pulau Pinang to obtain the RFP Tender document, including six (6) volumes of the Transport Master PlanStrategy
Reports.
2. The RFP document and Reports are available at the Cashiers’ Counter, Level 3, KOMTAR, Penang during office hours from 8.00 am – 5.00 pm with effect from 15 August 2014.

5. Completed documents should be sealed in an envelope clearly marked at the top right hand corner of the parcel as Request For Proposal for Roads and Public Transport Projects in Penang, Malaysia before 12.00 noon on 16thDecember 2014 at The Local Government Division, Level 56, KOMTAR, 10503 Penang.
6. Documents submitted after the closing date will not be considered. LGD has the right to call off the RFP tender at any time before or after the closing date without giving any reasons whatsoever.
