CHIEF Minister Chow Kon Yeow received a courtesy visit from the United Nations High Commissioner for Refugees (UNHCR) representative to Malaysia, Louise Aubin, at Komtar this morning.
The meeting served as a platform for general updates on ongoing coordination between federal agencies, UNHCR, and various local stakeholders involved in managing refugee-related matters.
Aubin noted Penang’s continued engagement with local councils, civil society groups and community representatives, acknowledging the state’s efforts to maintain constructive communication among all parties.
She said cooperation between agencies and organisations helps maintain overall social stability and allows concerns to be identified early.
Aubin also observed that many groups involved in the process are working to promote better understanding of roles, expectations and responsibilities.
Chow welcomed the visit and said the state’s priority is to maintain social harmony while ensuring that issues are addressed through practical coordination.
“It is a multifaceted situation involving many stakeholders.
“We continue to monitor developments and work within our capacity to maintain a stable environment for everyone,” Chow emphasised.
He also reiterated that refugee-related policies fall under federal jurisdiction, with long-term decisions shaped at the national level.
Aubin said UNHCR will continue working with federal and state counterparts as Malaysia refines its broader approaches.
She added that the organisation remains available to support documentation processes and share its technical expertise where needed.
Both sides agreed on the importance of ongoing communication, early intervention and collaboration among government agencies, civil society partners and community groups.
The meeting ended with a shared understanding of the need for continued dialogue and coordinated efforts moving forward.
Also present earlier was the UNHCR head of humanitarian affairs, Adli Zakuan Zairakithnaini.
