Digital Penang, Kinetik Hiring launch Fractional C-Suite Programme for SMEs

DIGITAL Penang and Kinetik Hiring have launched the Fractional C-Suite Services Programme, aimed at strengthening Penang’s leadership ecosystem by improving access to experienced executive talent for startups and small-to-medium enterprises (SMEs).

 

The programme addresses a common challenge faced by growing businesses — the need for senior leadership expertise without the cost or long-term commitment of full-time appointments. Companies can engage seasoned executives on a flexible, outcome-based basis, supporting better decision-making, stronger governance and sustainable growth.

 

Two engagement models will be offered: fixed-term interim executive roles lasting three to six months for hands-on transformation or growth initiatives, and fractional or part-time engagements of two to three days per week for strategic direction, mentoring or project oversight. Participating executives bring experience from established organisations and high-growth environments across functions, including Finance, Technology, Marketing, HR, Operations and Strategy.

 

The programme also includes a knowledge-sharing component, with two annual workshops delivered by participating executives to share practical insights and leadership learnings with the wider business community.

 

Digital Penang chief executive officer Ng Kwang Ming said access to experienced leadership remains a significant challenge for many startups and SMEs.

 

“Through our partnership with Kinetik Hiring, we are introducing a practical and scalable approach that enables companies in Penang to access seasoned C-suite expertise without the need for full-time hires,” Ng said in a press statement.

 

Ng added that the programme builds on existing support provided to Startup Penang 500 and Market Access Grant participants, helping businesses strengthen leadership capabilities, improve execution during critical growth stages and better navigate market expansion.

 

“This initiative reflects Digital Penang’s continued commitment to supporting sustainable business growth aligned with Penang2030,” Ng said

 

Meanwhile, Kinetik Hiring’s chief executive officer and cofounder, Sam Baxendale, said strong business ecosystems are underpinned by access to experience.

 

“By making senior expertise more accessible and flexible, we’re helping businesses scale with confidence while strengthening capability across the wider ecosystem,” the CEO said.

 

By combining Digital Penang’s ecosystem mandate with Kinetik Hiring’s regional leadership network, the programme aims to provide a practical approach to leadership enablement, supporting both individual business outcomes and Penang’s broader economic development ambitions.
