Floating solar farm under consideration for Penang’s renewable energy push

FLOATING solar farm is a real possibility for Penang as the state is surrounded by seawater, says Penang Infrastructure, Transport and Digital Committee chairman Zairil Khir Johari.

 

Floating solar or floating photovoltaics (FPV), sometimes called floatovoltaics, are solar panels mounted on a structure that floats.

 

According to Zairil, given Penang’s coastal geography and the availability of large water bodies, the idea of a floating solar farm is something the state government is actively exploring.

“The state government is currently in the process of identifying suitable sites, including dams and offshore locations.

 

“For dams, we are specifically looking into Teluk Bahang and Mengkuang as potential sites. These locations are among those being considered, but they still require thorough feasibility studies,” Zairil said in his speech during the opening ceremony of Malaysian Photovoltaic Sustainable Energy Association (MPSEA) Solar Roadshow 2025 Conference and Exhibition at the Penang Marriott Hotel in Gurney Drive today.

 

Zairil pointed out that dams present a more stable water environment than the open sea, making them technically more viable for floating solar installations, which can be affected by tidal movements and wave action.

 

“Ultimately, floating solar farms play a crucial role as an alternative energy source,” he added.

 

Zairil emphasised that embracing solar energy is vital for Penang’s long-term sustainability goals, as it reduces dependence on fossil fuels, helps combat climate change, and opens new avenues for green economic development.

 

“The Penang government is firmly committed to promoting energy efficiency. In 2024, we introduced the Penang Energy Framework, which outlines ambitious yet achievable goals which are 10% renewable energy (RE) and 25% energy efficiency (EE) by 2030,” he said.

 

He added that Penang, with its consistent sunshine and progressive policies, is uniquely positioned to become a leader in the renewable energy landscape.

 

On today’s programme, Zairil praised MPSEA for its continuous efforts in spreading awareness and fostering industry collaboration.

“The MPSEA Solar Roadshow has been a pivotal platform in Malaysia’s transition to sustainable energy. Since its inception in 2019, the roadshow has travelled across the country, educating communities and industry players on the immense potential of solar PV technology.

 

“As we gather here in Penang, we renew our commitment to advancing clean energy solutions that will benefit both our environment and future generations,” he concluded.

 

Also present at the event today was MPSEA president Justin Sim.
