MBSP issues warning on obstructions affecting cleaning and waste collection services in Seberang Perai

THE Seberang Perai City Council (MBSP) has issued a stern reminder to residents and traders about obstructions that are hampering general cleaning (KPA) and waste collection services (PPS) across the city.

 

In a media statement today, MBSP warned that it will suspend PPS or KPA activities in affected areas until all obstructions are completely removed.

 

“Strict enforcement actions will be taken against those who fail to comply with this notice,” the statement added.

 

MBSP mayor Datuk Baderul Amin Abdul Hamid said that in response to such obstructions affecting garbage collection vehicles, the city council had issued more than 120,000 notices and 1,638 summonses over the past year. However, the problem has yet to see any significant improvement.

 

He also highlighted several recurring issues that have affected the smooth delivery of its services, noting that enforcement and monitoring efforts are being intensified to ensure efficiency and cleanliness throughout Seberang Perai.

Obstructions in waste collection areas

Field inspections have revealed that vehicles and other objects are often parked along waste collection routes, particularly near garbage chambers or bins in strata residential and commercial areas.

 

These obstructions are making it difficult for MBSP’s orange-vested PPS teams to carry out their duties, disrupting collection schedules and affecting overall cleanliness. The council has warned that notices and fines will be issued to vehicle owners or Joint Management Bodies/Management Corporations (JMB/MC) found blocking collection routes.

Obstructions in drains and canals

In landed residential areas, homeowners have been placing flower pots, vehicles, trading tents, tables, racks, and other items along drains and canals. These obstructions hinder KPA cleaning work, block water flow, and can potentially cause flash floods, creating inconvenience and safety risks for residents. MBSP has urged all homeowners to keep cleaning routes clear at all times.

Public pathways at markets and food complexes

Traders have also been found placing merchandise, bins, and tables along pedestrian walkways and market corridors, while vehicles continue to obstruct waste collection points. MBSP stressed that such obstructions not only pose safety risks to visitors but also make cleaning operations more difficult. Traders have been reminded to use only designated trading areas and keep access to waste chambers clear and unobstructed.

Non-compliance with bin specifications

Some residential, commercial, and institutional premises were also found not to comply with MBSP’s bin specifications, with surrounding areas poorly maintained. Such negligence can disrupt waste collection schedules, lead to pest infestations, and increase the risk of infectious diseases. The council urged all property owners to adhere strictly to the council’s specifications and policies.

 

The council concluded by reaffirming its commitment to maintaining a clean and safe urban environment, urging cooperation from all residents, traders, and property owners to ensure the city remains liveable and well-managed.
