THE road upgrading project in the areas surrounding Lebuh Pantai, Jalan King Edward, Pengkalan Weld and Gat Lebuh Chulia is progressing smoothly, with physical work on site reaching 22% completion.

Penang Infrastructure, Transport and Digital Committee chairman Zairil Khir Johari said the projects are being carried out under the Penang Nature-Based Climate Adaptation Programme (PNBCAP).

Zairil said the projects are being carried out under the Penang Nature-Based Climate Adaptation Programme (PNBCAP).

“This project is implemented by the Penang Island City Council (MBPP) under the PNBCAP initiative at a construction cost of RM24.7 million.

“The project is funded through MBPP allocations as well as contributions from the World Bank Adaptation Fund.

“Works commenced on Sept 1, 2025 and are scheduled for completion by Dec 31 this year, with a total implementation period of 16 months,” Zairil told Buletin Mutiara when contacted today.

Zairil added that the scope of implementation includes components such as new tree-lined streets, pocket parks and green parking spaces.

“This aims to enhance liveability, strengthen urban resilience against climate change and promote sustainable nature-based development.

“To ensure smooth traffic flow and avoid simultaneous road closures, the works have been divided into 10 zones and are being carried out in stages.

“At present, upgrading works are underway at parts of Pesara King Edward, Lebuh Downing, Gat Lebuh China and Lebuh Victoria,” he said.

He explained that the phased implementation approach was adopted to minimise disruption to road users and business activities in the affected areas.

Zairil said the project is expected to bring direct benefits to the local community.

“These include improved pedestrian infrastructure and green corridors to enhance residents’ quality of life, expansion of urban green spaces and recreational areas for social and leisure activities, reduction of flash flood risks and stronger urban climate resilience, as well as support for local economic activities through improved accessibility and area aesthetics.

“In this regard, the Penang government hopes that all parties, particularly road users and the local community, will extend their cooperation and support throughout the implementation period to ensure smooth execution and realise long-term benefits for the city and its people,” he said.
