Chow commends 4PAWS, announces RM50,000 state support for animal welfare

THE Penang government has pledged RM50,000 to support the work of the Penang Animal Welfare Society (4PAWS), reaffirming its commitment to promoting responsible animal welfare and humane stray animal management in the state.

 

Chief Minister Chow Kon Yeow announced the contribution during the 4PAWS 15th Anniversary Dinner at Berjaya Hotel tonight, where he also commended the organisation for its dedication to rescuing, rehabilitating and caring for abandoned animals over the past 15 years.

 

Chow said the milestone reflected not only the organisation’s sustained commitment but also the growing awareness of animal welfare issues among Penangites.

 

He also recalled that during his tenure as the state executive councillor overseeing local government, he introduced a no-kill policy for stray animals, a move that drew loud applause from the audience at the dinner.

 

The chief minister noted that Penang has since continued to pursue compassionate and sustainable solutions to stray animal issues through collaboration with local councils, animal welfare organisations and other stakeholders.

“Animal welfare is not a standalone issue. It is linked to public health, urban management and the values we uphold as a society. A progressive society is reflected in how it treats the most vulnerable, including animals,” he said.

 

Chow welcomed the recent renewal of the collaboration between the Penang Island City Council (MBPP) and the International Aid for the Protection and Welfare of Animals (IAPWA) to continue the Trap-Neuter-Release/Rehome (TNR) programme for another five years.

 

He described the initiative as a successful model of humane population control that has demonstrated effectiveness through a systematic approach and could serve as an example for other states seeking to address stray animal issues.

The chief minister also highlighted MBPP’s pet-friendly initiatives as part of Penang’s efforts to create a more inclusive urban environment, while stressing the importance of responsible pet ownership, public cleanliness and community harmony.

 

Touching on recent incidents involving dogs being abandoned at sea, Chow said such acts were deeply disturbing and contrary to the principles of compassion and responsibility.

 

“Pet ownership is a commitment, and abandonment cannot be an option,” he said, adding that owners who are unable to care for their pets should seek assistance through shelters, veterinarians or animal rescue groups.

 

He stressed that enforcement against animal cruelty must remain firm while public education on responsible pet ownership, sterilisation, vaccination and stray animal control should be further strengthened to tackle the issue at its source.

 

Chow acknowledged that many animal welfare organisations continue to face financial and operational challenges, often relying heavily on volunteers and public donations to sustain their work.

 

“This is where community support matters. Every adoption, every donation and every volunteer effort makes a difference,” he said.

 

He also recognised 4PAWS’ efforts to secure a more sustainable long-term arrangement for the animals under its care, saying it is crucial for ensuring continuity and stability in the organisation’s operations.

 

Chow expressed appreciation to volunteers, donors, corporate partners and supporters who have contributed to animal welfare initiatives over the years, and congratulated 4PAWS on its 15th anniversary.

Founded by Barbara Janssen in 2011, 4PAWS is one of Penang’s leading animal welfare organisations, dedicated to rescuing, rehabilitating and rehoming abandoned and neglected animals.

 

Janssen, 81, said she has been deeply touched by the support of friends, volunteers, and well-wishers who have believed in 4PAWS’ work over the years.

 

“I came here as a single person, and now I know more people and have more friends here than I ever had in Germany. I think it’s all worth it.

 

“On top of that, I have all my doggies. They are so sweet; they are so nice; and they give so much love.

 

“When I had a stroke, my dogs helped me and protected me. They were my best medication. They would come and sit beside me, put their paws on my neck, and I felt safe and loved. It’s very difficult to describe, but I really, really enjoy every single moment,” she said.

 

She added that 4PAWS has not only rescued dogs, but also a big monitor lizard, and a crow that was badly tangled up.

 

“We love every single animal, and they all have the right to be loved and to be treated with respect,” she said.

According to 4PAWS vice-chairman Murugan Yan Naung Thet, the organisation has raised RM630,000 between May last year and May this year, but still needs another RM570,000 to purchase a RM1.2 million piece of land for a permanent dog shelter. In addition, an estimated RM500,000 will be required for construction, upgrading works, and essential facilities.

 

“We have celebrated countless success stories — dogs that recovered from severe injuries, found loving homes, and were given a second chance at life. At the same time, we have experienced the heartbreak of losing animals despite our best efforts.

 

“The emotional burden can be overwhelming, but every life saved, every recovery, and every successful adoption reminds us why we continue this work,” he said.

 

While 4PAWS remains committed to caring for these animals, Murugan said the organisation cannot do it alone. Operating a shelter requires continuous funding for food, medical treatment, maintenance, manpower, and daily operations. More importantly, it requires a compassionate community that believes every life deserves a chance.

 

“That is why we remain committed to working hand in hand with fellow NGOs, independent rescuers, feeders, animal welfare groups, and compassionate individuals throughout Penang and beyond. Together, we can save more lives and create a better future for animals in need,” he said.

 

An auction was also held during the dinner to raise funds for the cause. Guests at the packed ballroom were treated to a sumptuous buffet dinner, as well as a variety of performances, including a magic show, a ballet presentation and a diabolo act.

 

Also present were Bukit Bendera MP Syerleena Abdul Rashid and her husband, Thomas Osborn; MBPP mayor Datuk A. Rajendran and his wife, Datin Deevika Thiagarajan; and Penang Port Commission chairman and Tourism Malaysia deputy chairman Datuk Yeoh Soon Hin.
