THE Penang Water Supply Corporation (PBAPP) has pledged its commitment to public safety at water infrastructure sites by strengthening its auxiliary police presence, particularly at the popular recreational spots such as dams and reservoirs across the state.
Chief Minister Chow Kon Yeow, who officiated the opening of the newly established Auxiliary Police Hub near Air Itam Dam, paid tribute to the officers as ‘unsung heroes’ who play a critical role in safeguarding water assets while maintaining public order.

“These officers are the unsung heroes behind PBAPP, ensuring the safety of essential water infrastructure while allowing the public to enjoy recreational activities responsibly,” Chow said.
Chow noted that while Penang embraces an open dam concept that allows public access for recreation, the state must strike a balance between accessibility and security.

“Although these dams were not originally built for recreation, Penang is a small state where every inch of space is valuable. Many people frequent Bukit Dumbar, Teluk Bahang, and Mengkuang dams for exercise.
“We welcome that, but I urge everyone to be mindful of their safety and not to engage in activities that may compromise our water supply and its security,” Chow added.
The Air Itam Dam has now been designated as a key training centre for PBAPP’s auxiliary police officers. PBAPP currently has 183 auxiliary police personnel, with an additional 34 positions recently approved to further strengthen the force.
“This expansion will not only enhance our enforcement capabilities but also support better public engagement on safety matters at dam sites,” Chow said.

He also expressed confidence in the continued collaboration between PBAPP and the Royal Malaysia Police (PDRM), adding that it would foster smooth operations, mutual respect among enforcement agencies, and strong public cooperation.
Chow emphasised the important role of auxiliary police as frontline personnel who will interact with visitors and tourists at PBAPP facilities.
PBAPP chief executive officer Datuk K. Pathmanathan lauded the setting up of the Auxiliary Police Hub to safeguard Penang’s water assets.
“This hub is sited on a re-tasked bungalow complex near the dam. This property had previously housed the Air Itam Training Centre under the Penang Water Services Academy (PWSA). The PWSA has since centralised all its classroom courses at PBAPP’s Rifle Range One-Stop Operations Centre.
“The refurbishment was completed with a minimal budget of RM80,000,” he noted.
Pathmanathan also highlighted the vital role auxiliary police personnel play in serving the state, particularly in securing PBAPP facilities.
Acting Penang police chief DCP Datuk Mohd Alwi Zainal Abidin expressed hope for continued strong collaboration between PDRM and PBAPP in the interest of state security and public welfare.

He added that the new hub would serve as a catalyst for excellence and contribute to the development of a more competent and professional auxiliary police force.
Also present were PBAPP Human Resources Division head Mohd Zulkifli Abd Hamid.
