PENANG will organise the Penang Green Summit 2025 from Oct 31 to Nov 1 at the Penang Waterfront Convention Centre, bringing leaders, experts, and innovators in support of the state’s energy transition and climate action agenda.
Chief Minister Chow Kon Yeow, who chairs the Penang Green Council (PGC), announced the summit today, describing it as a platform to advance sustainable energy and environmental leadership in the region.
“With the theme ‘Moving Towards Sustainable Energy’, this summit is more than just a continuation as it’s an evolution.
“We are living in a time of climate emergency. Penang will not wait. We are stepping up,” he said at a media conference.

Citing 2024 as the hottest year ever recorded, with global temperatures reaching 1.55°C above pre-industrial levels, Chow warned that the threats of climate change can be seen through rising sea levels, floods, heatwaves, and disruptions to food security.
“This is no longer just an environmental issue. It’s an economic, social, and public health challenge,” he said.
The two-day summit will bring together decision-makers, industry leaders, academics, and civil society representatives for high-level dialogue and strategic collaboration. A Green Gala Dinner will also be held to honour sustainability leaders and promote cross-sector partnerships.
Chow emphasised that meaningful change demands leadership and cooperation across all sectors, from government and business to civil society and the public.
“Let this summit be a turning point, a moment when Penang not only commits, but implements,” he added.

Since its establishment in 2011, PGC has played a key role in promoting public awareness, green certification, policy advocacy, and industry engagement.
PGC general manager Josephine Tan said Penang continues to make steady progress on its renewable energy agenda through a series of action plans.

“Each initiative is aligned with specific sectoral targets and all are currently progressing on schedule. These efforts reflect our commitment to a low-carbon future,” she said, highlighting the state’s sustained sustainability efforts.
Summit organising chairman Datuk Lawrence Lim Hua Kwang described the event as a bold evolution from the annual Penang International Green Conference and Exhibition (PGIGCE), with renewed emphasis on collaboration, innovation, and implementation.

“It’s a strategic milestone in Penang’s green journey. We are moving forward with purpose to position Penang as a regional hub for sustainable solution collaboration and innovation,” he said.
Also present at the launch were state Housing and Environment Committee chairman Datuk Seri Sundarajoo Somu, Seberang Perai City Council (MBSP) mayor Datuk Baderul Amin Abdul Hamid, and Pertubuhan Arkitek Malaysia (PAM) Northern Chapter chairman Datuk Loh Chiak Eong.
