槟州政府自2011年开始推行各项鼓励人民多使用公共交通的措施，其中包括往返槟城大桥免费巴士（CAT Bridge）、乔治市CAT免费巴士、威省免费巴士（CAT Seberang Jaya）、自由贸易工业区停车换乘免费巴士计划（BEST FIZ）等。 同时，在疫情期间，为了协助减低民众日常开销同时鼓励人民使用公共交通，州政府亦承担每名乘客的巴士月费，即拥有“My30珍珠通行证”的国人，可在无需支付月费30令吉之下，就能享有槟州免费快捷通巴士服务。
