PENANG continues to strengthen its position as a preferred destination for global manufacturers, with Winner Sky Technology Malaysia Sdn. Bhd. marking a significant milestone through the opening of its second manufacturing facility in the state, in Batu Kawan earlier today.
Chief Minister Chow Kon Yeow said the expansion reflects not only the growth trajectory of the electronics manufacturing services (EMS) company but also the confidence that international investors continue to place in Penang’s industrial ecosystem.
“Today’s milestone reflects not only the growth of Winner Sky Technology, but also the confidence that global manufacturers continue to place in Penang as a location for long-term investment and expansion,” Chow said during the plant’s opening ceremony.

Headquartered in Hong Kong, Winner Sky Technology operates across China, Vietnam and Malaysia. The company has invested RM10 million in the new facility, which is equipped with advanced automation technologies, high-speed Surface Mount Technology (SMT) lines, intelligent production systems and automated assembly processes.
Chow described the facility as a testament to the future of manufacturing, driven by digitalisation, precision, productivity and innovation.
Adding to the positive outlook, the company has announced plans to invest an additional RM60 million in Penang over the next five years.
“Such a commitment demonstrates confidence not only in the company’s own growth prospects but also in Penang’s ability to support that growth over the long term,” he said.
Highlighting Penang’s continued economic resilience, Chow noted that the state secured RM22.4 billion in approved manufacturing investments in 2025, placing it third nationwide. Of the total, foreign direct investments accounted for RM15.2 billion, while the electrical and electronics (E&E) sector remained the largest contributor with RM11.3 billion in approved investments.

Notably, nearly half of the approved projects involved expansion activities by existing investors, underscoring sustained confidence in Penang’s business environment.
The Chief Minister also pointed to the state’s strong export performance, with Penang retaining its status as Malaysia’s top exporting state after recording RM574 billion in exports, representing 36 per cent of the nation’s total exports. The state also contributed RM437 billion, or 68 per cent, of Malaysia’s total E&E exports.
“These achievements are underpinned by the strength of Penang’s industrial ecosystem, robust supply chains, and most importantly, our talented workforce,” he said.
Chow commended Winner Sky Technology for employing an entirely Malaysian workforce across all levels of its operations, from operators and technicians to engineers and management personnel.
“This reflects the company’s confidence in the capability, professionalism and competitiveness of our local talent,” he added.
As industries evolve amid rapid technological advancements, Chow reiterated the state government’s commitment to future-proofing Penang’s industrial landscape.
He highlighted the launch of the Penang Automated Test Equipment (ATE) Campus by InvestPenang earlier this year, aimed at accelerating the development and adoption of Malaysian ATE solutions through collaborations between local companies and multinational corporations.

The initiative is complemented by the Penang ATE Capability Map, which showcases local expertise across the semiconductor and manufacturing value chain while supporting localisation opportunities under the Malaysian Investment Development Authority’s (MIDA) New Incentive Framework.
“We believe these initiatives will strengthen collaboration between multinational corporations and local industry players while creating new opportunities for innovation and growth,” he said, encouraging Winner Sky Technology to participate in the programme.
Despite ongoing global economic and geopolitical uncertainties, Chow said Penang remains a resilient and trusted investment destination due to its strong fundamentals, mature industrial ecosystem and investor-friendly policies.
He also expressed appreciation to Alltronics chairman and executive director Lam Yin Kee.
Alltronics is the parent company of Winner Sky Technology Malaysia, and its chief executive officer, Lam Chee Tai, expressed continued confidence in expanding operations in Penang.
“The Penang government, through InvestPenang and our federal agencies, including the Ministry of Investment, Trade and Industry (Miti), Malaysian Investment Development Authority (Mida), and Malaysia External Trade Development Corporation (Matrade), remains committed to facilitating investments, strengthening industry partnerships, and ensuring that Penang remains an attractive destination for both global and domestic investors,” Chow said.
Looking ahead, he expressed optimism that the partnership between the state and Winner Sky Technology would continue to create high-quality employment opportunities, drive innovation and contribute to Penang’s long-term economic growth.
