A TOTAL of 50 preschoolers in Permatang Damar Laut now enjoy more comfortable learning facilities following the completion of the new Community Development Department (Kemas) activity centre on an 881-sq m site.
The new facility not only houses a preschool block but also a skills block that enables the local community to continue attending computer programmes, digital skills training and sewing classes. The preschool block covers 226.86sq m, while the skills block spans 298.88sq m.
The building, valued at nearly RM900,000, is an initiative by Penang Infrastructure Corporation (PIC) and Silicon Island Development Sdn Bhd (SIDSB) as part of the state government’s commitment after the previous Kemas facility had to be relocated to make way for the construction of the Pan Island Link 2A (PIL2A).
Deputy Chief Minister I and Batu Maung assemblyman, Datuk Dr Mohamad Abdul Hamid, said the reconstruction of the facility is important due to Kemas’ significant role in early childhood education and community development.

“Given Kemas’ undeniable importance, the state government has decided that this facility should be replaced and rebuilt so that the Permatang Damar Laut community can continue to benefit from the services provided,” he said when officiating the building yesterday (Dec 4).
He said that 60 per cent of the building materials and project components, such as cement, sand, aggregates, as well as the involvement of local contractors in mechanical, electrical, aluminium and tiling works, were sourced locally.
“This approach not only accelerated project implementation but also stimulated the local economy through job opportunities and the participation of suppliers, small contractors and consultants,” he said.

Southwest district chief assistant officer (Development Division) Rosli Hassan said the construction was carried out by SIDSB through the main contractor, SRS TC Sdn Bhd, which appointed a Bumiputera Grade G3 contractor, NYE Legacy Sdn Bhd, to undertake the design and-build works for five months starting May 2025.
“This project rebuilt the existing facility, along with several improved elements to meet current needs.
“Although temporary in nature, the building is designed with features of a permanent structure that meet safety, accessibility and comfort standards,” he said.
Meanwhile, NYE Legacy Sdn Bhd director Ahmad Yusri Awang Kechik said the success of the project was largely driven by the use of the Industrialised Building System (IBS), which allows components to be manufactured in a controlled environment before being installed on-site.
“The building walls use SolidWall materials produced by UAC, which speeds up construction without compromising safety and quality. Despite the five-month construction period, safety aspects were never compromised,” he said.
On the development of Silicon Island and PIL2A, Mohamad said the Penang government remains committed to the principles of sustainable development to ensure the people’s well-being and the environment are preserved.
“Silicon Island will serve as a catalyst for the growth of high-tech industries and high-impact investments. It will open new job opportunities, increase demand for local services and offer broader prospects for the younger generation,” he said.
He added that various benefits have been channelled through the Social Impact Management Plan (SIMP), including ex gratia payments, assistance for boats and engines, skills training, job opportunities and educational support for fishermen’s children.
“This approach proves that large-scale development can be carried out inclusively so that the fishing community continues to receive support,” he said.
At the same time, the PIL2A project will enhance connectivity and mobility for residents in the southern part of Penang Island.
“More efficient infrastructure will strengthen investment appeal and stimulate community and local economic growth,” he added.
The officiating ceremony was also attended by Penang Trade, Entrepreneurial Development and Rural Development Committee chairman Datuk Rashidi Zinol, Penang Infrastructure Corporation Sdn Bhd chief executive officer Datuk Seri Farizan Darus, Penang KEMAS Finance and Development Unit assistant director Mohd Asri Mohd Saad and SIDSB Strategic Communications and Stakeholder Management director Azmi Mohamad.
