AIR Itam assemblyman Joseph Ng Soon Siang (PH-Air Itam) has called for a fairer Federal-State revenue-sharing arrangement, stronger financial accountability and balanced development to ensure that Penang’s economic contributions benefit its people.

Speaking during the State Legislative Assembly debate today, Ng reiterated Chief Minister Chow Kon Yeow’s 2024 call for Penang to receive 20% of federal tax revenue collected in the state, citing its significant contribution to the national economy.

“Penang contributes between 6.7% and 7.4% to the national GDP, with a GDP value of approximately RM116 billion. Furthermore, the state records an export value of RM447 billion, accounting for over 31% of Malaysia’s total manufacturing exports.

“Through a 20% revenue-sharing arrangement, the state could potentially receive at least RM760 million,” he said.

On financial management, Ng proposed the adoption of artificial intelligence (AI), Zero-Based Budgeting and mandatory e-procurement across 18 state government-linked companies (GLCs) to enhance transparency and accountability.

Turning to development in his constituency, he highlighted several infrastructure improvements in Air Itam between 2025 and 2026, including the RM412,580 Taman Madani project, RM2.6 million Kampung Melayu Pavilion upgrading works, RM1,12 million sepak takraw facilities and Tenaga Nasional Bhd’s (TNB) RM90 million underground cable project.

Ng also highlighted the RM43.72 million Air Itam bypass project, which had reached 95% completion and was targeted for completion by April 2027. He also cited a RM9.30 million allocation for facilities at the Air Itam Lower Station of the Penang Hill Cable Car project.

On public safety, he called for stricter monitoring of high-risk slopes and independent reviews of development approvals following the recent landslide along Jalan Paya Terubong.

“We may construct highways, high-rise buildings and development projects worth billions of ringgit; however, if the safety of the people is not guaranteed, all such development loses its meaning.

“The safety of lives must be the top priority,” he said.

On tourism, Ng proposed a heritage shuttle service linking Swettenham Pier, George Town, Air Itam and Penang Hill to improve connectivity and access to the state’s attractions.

He also called for efforts to revitalise Penang’s tuna industry following a sharp decline in landings from 3,051.6 metric tonnes in 2025 to 564.7 metric tonnes in 2026.

Citing Department of Fisheries records, he said Penang recorded tuna landings totalling 8,665 metric tonnes, valued at RM145.62 million, between 2018 and 2024.

On sports development, Ng highlighted Penang’s fifth-place finish at Sukma 2026, where the state won 156 medals comprising 39 gold, 55 silver and 62 bronze.

He proposed better athlete allowances, insurance coverage and development programmes, while setting a target for Penang to finish among the top three states at Sukma 2027.

“Investing in athlete welfare is an investment in human capital and the future of the state. We do not simply aim to produce Sukma champions; we must ensure that every champion has a secure future,” he said.
