PDC to manage low-cost, low-medium cost housing units

THE Penang state government has appointed Penang Development Corporation (PDC) to manage the joint management body (JMB) and

management committee (MC) for government low and low-medium cost housing. In turn, PDC will set up a subsidiary company to manage JMB and MC for these groups of housing.

“Heavy development especially in urban areas and towns calls for multi-level strata housing. This creates numerous problems as these housing

units were not properly managed. A lot of these housing areas faced problems before the formation of management committees,” exco for Town

and Country Planning and Housing Jagdeep Singh said when launching the seminar on management of strata title by JMB and MC in Bayan Baru

on Dec 19. Also present were Tanjung MP Ng Wei Aik and Penang Island mayor Datuk Patahiyah Ismail and seminar organizer, Wong Kok Soo.

Jagdeep added there were three phases in the build-up and management of strata buildings, namely starting, interim and final stages.

The starting phase kicks off from transferring of vacant possession till the set-up of JMB, while the interim stage is from the set-up of JMB till the

first meeting of MC. The final stage starts off from the first meeting of MC onwards. He added that the responsibility to manage and upkeep

buildings and properties from the starting stage is the sole responsibility of the developer.

Jagdeep said till Sept 30, it is estimated that 351 housing schemes on the island had not set up an MC. “I believe the seminar represents an

initiative of the Penang state government to ensure continuous education process in the management of multilevel buildings with strata titles. It is

directed to ensure Management of Strata Act 757 runs smoothly and effectively,” he told the participants present.
