PENANG has taken a glittering stride into the global precious metals arena with the official launch of Malaysia’s first international-standard refinery centre by Public Gold Group.
The RM30 million facility, located on a 1.14-acre site within Batu Kawan Industrial Park, is designed to refine up to 10 tonnes of gold annually, with the capacity to expand to 20 tonnes as demand grows.
Equipped with advanced refining technologies and stringent quality management systems, the refinery adheres to Malaysia’s Gold Standard (MyGS) and the London Bullion Market Association’s Good Delivery Rules, ensuring responsible sourcing and internationally recognised best practices.
Chief Minister Chow Kon Yeow described the launch as a landmark achievement for Penang and Malaysia’s growing precious metals industry.
“Gold has been valued for thousands of years. Today, we are witnessing another kind of value being created around it, through investment, technology, talent and industry, right here in Penang,” he said.
Chow emphasised that the refinery would generate approximately 1,000 direct jobs while creating wider economic benefits through local suppliers, logistics, engineering, and maintenance services.

“Being the first is certainly an achievement. But being the first also comes with a responsibility to set a benchmark for quality, integrity and excellence for the industry that follows,” he added.
He noted that Penang’s strengths in manufacturing, technology, engineering, and international trade are now complemented by advanced precious metals processing, positioning the state as a gold and jewellery hub.
“Let us turn the value of gold into value for our people, through investment, quality employment, skills, technology and new opportunities,” Chow added.
Entrepreneur and Cooperatives Development Minister Steven Sim Chee Keong placed the refinery within the broader vision of transforming Penang’s industrial ecosystem.

He highlighted three global challenges- intense competition, rising protectionism, and rapid technological advancement that demand new strategies.
“We must move from ‘Made in Penang’ to ‘Made by Penang’, creating our own talent, our own technology, our own products and trademarks,” Sim said.
He pointed out that Penang already contributes 70% of Malaysia’s gold jewellery production, positioning the state to anchor a financial hub built on gold.
“With this RM30 million Public Gold refinery, we are one step closer to that ambition. There is nothing to stop Penang from being a Dubai+1 or India+1 in the global gold ecosystem,” he declared.
Sim also envisioned establishing a Gold Bazaar and storage facilities in Penang, complementing the state’s traditional strengths and unlocking new capital to fund development for decades to come.
Public Gold Group’s founder and executive chairman Datuk Seri Louis Ng described the refinery as a strategic investment in Malaysia’s future prosperity.

“This refinery is more than a manufacturing facility. It is a strategic investment in Malaysia’s future economy. We are building a complete end-to-end precious metals ecosystem that enables sustainable growth,” he said.
Ng underscored Public Gold’s role as the first Malaysian-owned major supplier for the Indian International Bullion Exchange (IIBX), positioning Malaysia firmly on the global stage.

“We believe that by leveraging the refinery’s status as a regional gold and jewellery hub, we will be adding value, nurturing local talent, and creating long-term value for customers, industry partners, and the Malaysian economy,” he added.
