STATE Secretary Datuk Mohd Sayuthi Bakar has been instructed to discuss with the Penang Governor’s office over a new songkok ruling that caught guests, including foreign dignitaries, by surprise during the state executive councillors’ swearing-in ceremony at the Dewan Sri Pinang yesterday, Chief Minister Chow Kon Yeow said.

Responding to an online news portal report, Chow said the circular was issued by the Penang Governor’s office.

“Hence, they will discuss the matter,” he told reporters after being asked by a reporter about the songkok ruling.

Chow said that representatives from the Chief Minister’s Office held a meeting with the Council and Protocol Management Division (State Secretary’s Office) this morning.

“Prior to this, there was no such rule,” he said.

He said according to the Council and Protocol Management Division (State Secretary’s Office), foreign representatives who attended the swearing-in ceremony were exempted from this dress code.
