OWNERS of ‘first grade’ land in Penang are still subjected to regulations and laws with regard to the development of the land.

Chief Minister Chow Kon Yeow said owning a ‘first grade’ land is a unique form of land ownership that only happens in Penang and Melaka.

“The legal provisions concerning such land are stipulated under the National Land Code (Penang and Malacca Titles) Act 1963.

“However, ‘first grade’ land owners are still subjected to complying with the regulations and laws of land development. There is no exemption under the Town and Country Planning Act 1976.

“According to the Act, development of any types of land including ‘first grade’, must be done according to the local plan and the approved planning permission,” Chow told a press conference at his office in Komtar today.

He said the definition of ‘first grade’ land was often misconstrued by the public.

“There are people who have misunderstood that ‘first grade’ land owners are not subjected to regulations and laws when the owners want to develop the land,” he said.

Also present were State Secretary Datuk Seri Farizan Darus, state Local Government, Housing, Town and Country Planning Committee chairman Jagdeep Singh Deo and Penang Lands and Mines director Akmar Omar.
