Penang to adhere to due process in civil servant disciplinary cases

THE Penang government and all its agencies adhere strictly to established procedures when handling disciplinary matters involving civil servants.

 

Commenting on the recent raid at a “men-only” wellness centre in Kuala Lumpur, Chief Minister Chow Kon Yeow said that civil servants detained during the operation may be referred to the relevant disciplinary committee, alongside other actions in accordance with standard protocols.

 

“Based on what has been reported, this case does not involve only civil servants but also individuals from other sectors.

 

“All of us have a role to play in fostering awareness and preventing such immoral activities from taking place within our communities.

 

“I believe the police, as the enforcement authority, will continue to monitor the situation from time to time,” Chow told reporters when asked about the matter today.

 

Earlier, Chow officiated the opening of the new digital library at Balai Raya Bukit Tambun.

 

The special raid carried out on Nov 28 resulted in the arrest of about 200 individuals. Of that number, around 80 are being investigated for indecent behaviour in public spaces, while the rest are being probed for allegedly engaging in carnal intercourse.

 

Two Penang government officers were among those detained.

 

In a previous statement, Kuala Lumpur police chief Comm Datuk Fadil Marsus said all detainees were initially investigated under Sections 377 and 372 of the Penal Code.

 

“However, police found no evidence to support further action under those provisions. There is no evidence that allows us to proceed.

 

“Although action was taken, the organiser appears to be at large. Under current laws, offences involving exploitation, prostitution, or unnatural sexual acts require the presence of a victim,” Comm Fadil said.

 

He added that none of the detainees claimed to be victims, and therefore, the case cannot proceed.
