Penang to decide on Jelutong landfill rehabilitation after EIA rejection, says exco man

THE Penang government has yet to decide whether to proceed with the proposed rehabilitation of the Jelutong landfill following the project’s fifth rejected Environmental Impact Assessment (EIA).

 

State Local Government and Town and Country Planning Committee chairman Jason H’ng Mooi Lyesaid the Department of Environment Malaysia had rejected the latest EIA application on March 2, 2026, and requested the project proponent to address outstanding technical issues.

 

He said the project proponent has since resubmitted the application after updating the required technical details. The project is being implemented by the Penang Development Corporation (PDC).

 

H’ng added that the state is currently awaiting a request for an extension of time (EOT) from the project proponent to PDC.

 

The corporation is expected to table a paper on the EOT application at the state executive council meeting scheduled for May 20.

 

“For now, there is no decision on whether to continue or stop the project.

 

“We need to look at the overall picture and weigh various factors that will be presented during the meeting,” he said when asked by reporters at the State Assembly Building in Light Street today.

 

He explained that the requested extension would allow the authorities to review the entire project scope, including whether the conditions set by the Department of Environment can be fulfilled.

 

He added that the proponent has also presented revised proposals to PDC, including additional components such as a recreational park and a public hub.

 

The project has drawn public scrutiny following calls by Protect Karpal Singh Drive for the state to halt the plan after repeated EIA rejections.
